Context Sensitive Design / Solutions (CSD/CSS)

The Linn County Regional Planning Commission (LCRPC) has previously offered learning sessions for the public, members of the policy board, and its subcommittees. The LCRPC plans to continue offering these services whenever feasible in a continued effort to keep the transportation system in context with the needs and desires of the greater metropolitan area.

"In this first seminar, K. Lynn Berry will present an overview of the CSD/CSS concept and examples of its application in the Midwest. Ms. Berry is an Environmental Program Specialist with the Federal Highway Administration, Resource Center at Atlanta. She provides technical assistance and training in the areas of Public Involvement, Community Impact Assessment (CIA), Context Sensitive Solutions (CSS), Environmental Justice (EJ), as well as environmental resource management. She came to FHWA from the New Mexico State Highway and Transportation Department, where she served as an environmental specialist with responsibilities in the NEPA process and NHPA. Her work as a consulting environmental scientist, archaeologist and ethnographer for various public works projects bridged the gap between a graduate degree in cultural anthropology, and a career in transportation. She is currently pursuing a Masters in City and Regional Planning at the Georgia Institute of Technology."

"In this second seminar, co-sponsored by the consulting firm CH2M Hill, Timothy Neuman will share his experiences in leading CSD/CSS design studies in the Midwest. Timothy Neuman is Vice President and Chief Highway Engineer for CH2M HILL. He has 30 years of experience in the planning and design of major highways, freeways and interchanges for over 20 state DOTs. Mr. Neuman is a nationally recognized expert in highway safety and traffic operations related to geometric design. He has led or participated in many significant research projects for the NCHRP and FHWA, including most recently NCHRP 362 Roadway Widths for Low Traffic Volume Roads; NCHRP Project 20-7 Task 75 Geometric Design for Very Low Volume Local Roads; NCHRP Report 430 on Improved Safety Information to Support Highway Design; and a number of research assignments for FHWA on development of their Interactive Highway Safety Design Model. He is currently serving as project director for NCHRP Project 17-18(3) on “Implementation of AASHTO’s Strategic Highway Safety Plan.” This project is producing a series of guidance documents published as NCHRP Report 500, and web-based guides maintained by AASHTO... Tim Neuman is a graduate of the University of Michigan, with B.S and M.S degrees in Civil Engineering, and is a registered professional engineer."
