The Transportation Improvement Program (TIP)

Each year Corridor MPO is responsible for choosing a small number of transportation-related projects to receive federal funding assistance through programs administered by the Iowa Department of Transportation. This is referred to as the Transportation Improvement Program (TIP) process, and results in a document listing all projects receiving federal funds. Once a project is formally chosen by the Corridor MPO for inclusion in the TIP, it is considered “programmed,” and the sponsoring jurisdiction is eligible to receive federal funds for its implementation. The TIP includes projects for the improvement of streets and highways, transit, trails and sidewalks, and other projects associated with transportation collectively called “transportation enhancements.”  The Corridor MPO receives two types of federal funding for projects: Surface Transportation Program (STP) and Transportation Enhancements (TE).

The project review and selection process for road projects and transportation enhancements projects begins each October with Corridor MPO member jurisdictions submitting projects for consideration and analysis. After a preliminary technical review to ensure conformance with established rules and policies, roadway project submittals are analyzed in an objective process that examines the five-year crash history of the project location and the effectiveness of the project in reducing congestion in the metro area. A benefit is derived from this analysis that is compared to the annualized cost of the project, and a ranking of projects is determined by the cost/benefit of the submitted projects. The Transportation Technical Advisory Committee (TTAC) utilizes this ranking in making their roadway programming recommendation to the Corridor MPO Board.  The Metro-area Advisory Committee (MAC) also reviews the projects submitted for STP funding and provides a recommendation to the Board.  The Transportation Enhancements Committee uses the Priority Trails List ranking to make its recommendation to the Board regarding this funding source.  The Board then uses these three recommendations, along with feedback from the public, to makes it funding decision.

All roadway projects proposed must be in the current long-range transportation plan, must be on the network of federally-recognized major streets, and must have the explicit support of the sponsoring member jurisdiction. All transportation enhancement funding has been limited to trails development. A list of 12 “Priority Trails” has been developed to aid in the efficient programming of transportation enhancement funds and only projects on those trails will be funded. The criteria used to establish the priorities are:

  1. Cost per mile
  2. Population within one mile
  3. Trail connectivity
  4. Destinations served
  5. Right-of-Way required
  6. Percent of required ROW that is owned by a utility company
  7. Percent of required ROW that is owned by a railroad company
  8. The number of property owners expected to be affected
